I believe Blue2 is probably referring to Super Budoten 2 (since it has a big 2 in the title).
If you mean how to do moves. . .GameFaqs (http://www.gamefaqs.com) is a good place to get that kind of info (I believe it should have info for all of the Dragonball fighting games).
