They are scars. Gene's courted death so many times and those are just something to remember those times by. Hilda was about 25% cybernetic too, so how many times do you think she courted death?

Plus, they're both only 20, so...space has to be pretty rough.

No, he got Outlaw Star from Hilda (an Outlaw) dying on a star. He says it at the end of the ep when she dies.
