I know that the Evangelion series follows may religious stories, or incorporates them to spice up the show, but does it have anything to do with the dead sea scrolls? Come to think of it have they even been translated?

The Dead Sea Scrolls have been translated as far as I know and contain Old and New Testament texts and related things, as far as I know.
actually the dead sea scrolls refered to in NGE are the SECRET DEAD SEA SCROLLS and not the historical DSS. :)
where in nge does it say that??
the real dead sea scrolls have a depiction of "the final battle between the sons of light and the sons of darkness".
i don't know if it is a version of revalations.
the dead sea scrolls are in 3 different languages (one of them is greek) , and have been fully translated.
(although i have also heard that the vadican(sp?) have parts of it hidden away)
well, Fuyutski says Secret Dead Sea Scrolls somewhere in the series/movie - in RCB it is also referred to as SDSS

I've looked into this a lot myself. Yes, a lot of the scrolls have been hidden away. Perhaps because they disprove centuries of christianity? Anyway, a lot of the scrolls have not been translated, and the way that they are touched up is kinda dodgy - they scan the scroll fragment, then they touch it up on computer. Sure, it works, but they can write whatever they want then.
But in some of the scrolls of ENOCH HANOCH there are descriptions of monsters 100 cubits high... coming from the mothers of the earth that were tainted in soul...:B:
i have mentioned this before but anyway, i read somewhere that a new scroll called the Angel scroll was recently found. its writing style is similar to that of the DSS yet for unstated reasons it has been kept from the general public and is rumored to be currently in the hands on the Benedictine monks in one of their German monasteries.

I think they refer to angels as "Lawgivers."
In the Essenes rules of society, it states that if anyone reveals one of the names of the Lawgivers, then they shall be executed...Are Lawgivers what I think they are?
well, the info on angels has been changed throughout history. so far the oldest text i found containing a description closest to that of the angels would be the Magan Text of Ancient Sumeria - where the angels are a race of beings who are called watchers. they are very intelligent ang powrful beings who can be summoned using an anceint formula - once you successfully summon one, it kinda becomes your guardian angel, though they can also turn against you, etc.

Well in jewish context angels are there for a reason.
They were monotheist, but found other forces to be real, so rather than having many gods, they deviesed the angelic heirachy.
(of course im cutting things short and leaving alot of details out)
even the Egyptians had a very complex understandin of this.

well, the magan text contains the sumerian myth i was talking about.
