I've seen the first two discs and I'll admit its a little slow, but it seems fairly intriguing. Sort of depends what sort of anime you prefer.
www.animeondvd.com has reviews of all the discs that are out there so you might want to read some other reviews to get a better feeling for the disc.
That said, a lot of people on this board are fairly high on Gasaraki so I'm surprised you've gotten so much negative feedback.

I've seen the first two volumes and I liked what I saw. It's barely into the story so I think judging it is a bit hasty. The animation is very nice, there's mecha fighting, international conflict, and other elements that got me interested enough to want to see the next eps. I say watch it.

I've seen the first four eps, and I really like it.... even considering buying it.

I have the fist 3 DVDs of Gasaraki and have seen 10 episodes so far. It does start slow but the pace really picks up around the second DVD. It starts off with a war and just expands from there into something a lot larger. I don't want to spoil anything so I'll leave it at that. Definitely a good buy IMO.
I don't see how anybody can describe it as an Eva rip off. Comparing the two, I can find very little in common.

There are plenty of things in common with Eva. Of course eva was borrowing all the themes from all previous mecha shows itself, so that's inevitable. When people say the show is a rip-off, here is what they're thinking: emotionless, introverted main character; blue-haired girl existing at the whim of a mysterious organization; relatives are distant, cold or absent; and if they've seen episode 10, robots which go beserk. This is totally unfair to the series. Anyone who feels it's an Eva rip-off is looking close enough, becuase the similarities are superficial. Here is what turns people off about the show:
1. They toss around more terminology in the first episode than most shows use, ever. Most of it goes unexplained for a while, too. (However, anyone can piece together enough to understand it in a general sense. It just takes more effort than most people are willing to make. It's similar to reading a complex sci-fi novel.)
2. It is not very colorful. There are no purple, red, or bright blue mecha here. All mecha are shades of either tan or green. People do not dress in bright, eye catching colors. There are no sailor suit school uniforms. There are no multi-hued monsters running around. It's just not that eyecatching. (So what? It's not that kind of show. The characters are either military personnel or corporate executives. Why would they be dressing in bright colors? The same goes for the mecha, which are mass produced military weapons. Would you paint a tank purple? No. It's looks this way because this is much closer to a reality based story than Eva.)
3. The characters are not funny or immediately endearing. (This is not a comedy. Not by any stretch of the imagination. Again, the characters are military personnel and corporate execs. How happy and perky is that class of person, usually?)
What you do have is an involving story of the world's first war that uses bipedal mecha in combat. There is political drama-with contemporary, recognizable political organizations-with many layers of conspiracy. There are very intricate, realistic mecha. And above it all, there is a power linked somehow to the ancient history of Japan. It is not everyone's ideal show, but I quite enjoy it.

dual, i just made a post about that show...but i dont hate it, its true dual took the main points of eva and some scenes are similar but the story is the one thing that hold it, and it kept me interested enough to watch up until episode 7, the idea of parallel worlds is just so refreshing, making it realistic. but what made me interested is the love story and the humor. its just like tenchi, not too much action and too much of side-story. the thing that hold it is the story, which is really good, i give the plot an A, but the characters, a C.
Gasaraki was soooo slow to start off ... it took me 4 times to actually sit down and watch the first disk.
By the end of the second DVD, things began picking up considerably ... they just had a lot of background info that had to be revealed before the main section of the plot could get underway.
At the end of the third disk, I was hooked ... The plot was fleshed out, with plenty of unsolved mysteries, and was pretty exciting :)
I've got the 4th one loaded up in my DVD player and am about to watch it right now ...
In short: Once you get to the middle of the second disk, things start to get really interesting. Getting to that point takes a bit of effort, tho :D

Another point in Gasaraki's facor is that each volume has 4 eps on it. ;)
