I think that SEELE was trying to cause third impact partly for the good of mankind, but Keel and other members were doing it to basically become gods.
i thought Seele's original plan was the destruction of humanity since according to them, "humanity had become a bunch of useless beings"
as for the salvathoin thingy, i still believe that it was Gendou and Yui who proposed HCP as an alternative to Seele's original plan

Why didn't Keel just way, 'Screw you guys, I'll waste huanity instead, this HCP costs too much'? He was _always_ bitching about the schedual to Gendo, why not just let an Angel at Adam and have it over with?

I was unaware that SEELE's original plan was to destroy man kind, and if it was, letting an angel at Adam would have been a perfect way to do it, but apparantly, Gendo and Yui were the ones responcible for SEELE becoming interested in the HCP, and I'm sure you all know that Yui died before the angels started to attack ( trying to reach Adam that is :D )
So, by the time the angels returned, SEELE no longer wanted to destroy man kind, but to "own" it, through the HCP, so destroying the human race no longer fitted their " scheduels ".
well, everyone would be dead anyway, so money would mean nothing. and maybe Gendou and Yui were blackmailing Seele! (ohhh that's a new one! )
Gendou & Yui: HCP or else we tell the whole world you guys at Seele are ___ (the very popular three letter word :lol: )

I don't think Yui would be the kind of person to blackmail someone, although it would be right up Gendo's alley, but it is unlikely.
Also, I don't think Keel would of cared much about money when he could become a God, ( which would you rather? )

Seele intended for humanity to return to nothingness to the beginning, but even for this to happen you need to pass the tests in order for it to be completed correctly. Gendo and Yui were against Keels and Seeles third impact scenario, so decided that they would hopefully subterfuge his plans by saying only they can make it happen and on the side they started their own third impact scenario. A scenario which didn't rely on death, but one that emphasized a continuation of life. As Yui had said nothing comes from death.
