Who is the lady Kaji was talking to when he was riding the cable car?

Well...It is known that Kaji is some sort of double agent, working both for NERV and some other organization (Japanese Government?). I suspect the woman he is speaking to is his contact from this other organization.

I'd be interested to hear other opinions on this topic

I originally thought the woman worked for Seele, but like Commander Ikari says, I think that she works for the Japanese Government.
She appears in another episode (the number escapes me, but its the one with the wedding with Kaji, Misato and Ritsuko), at the very start, in an old empty building in Kyoto, she gives Kaji a list about the fake company that was a part of the Marduke institute, that has Gendo Ikari, Futysuki, and Keel as Board members.
If the woman was a Seele agent, she probably would have known about who they were, but since she didn't she was probably a Government spy.

Hmm

i always assummed everyone thought she was from the government.

She's not from Nerv, and Seele was all men (from what we see).

Also, Misato knows he was (Kaji) with the government, but i do not think anyone knew he was with SEELE. (Gendo might have had some hints but not really enough)

i always assumemed that the woman was Kaji's government contact since he was a double spy.

I think that you mean that all the head honcho guys at Seele are all men.
The woman could just be a agent or worker for Seele, not important enought to be let into the really big meetings.
