What happens in the OAVs out of curiosity? Do they continue the story started by the series? Or does it tell stories that take place during the series? Or is it like Rayearth OAVs and an entirely different retelling of the original story?

The short answer is they extend the story, by introducing a new, but back dated, enemy.
If you want to know more I'll tell you. Right now I gotta go offline for a bit.

To put it bluntly, a continuation of the TV series with a formidable enemy. Though I'm NOT going to spoil it for you, if you're intending to watch the series that is.

Actually no. Like I mentioned before, its not a retelling of the story once again. Thing is I hate spoiling the OAVs for anyone who hasn't seen it yet.

The happy end at the end of the TV series is twisted into a new story with the introduction of the said new-but-old bad guy. The bad guy manages to find an openning to draw the 2 girls back into the book. The bad guy seems to be from another part of the 'Four Gods' legend/religion.
The events in the OVA properly tie up the loose ends and basically stop just about any possibility for more.
Anyway, the 'first' OVA series (Pioneer?, when they DVDed it in the US, put both together and numbered them 1-9 instead of breaking it into I 1-3 and II 1-6) has been described as a bit of non-event but does set the stage for the second OVA series.
And that's all you're going to get. I concur with Kawaii_No_Miko. I really shouldn't even consider spoiling the series for any FY fan. I will PM if you really want to know more, though it is best to see it all for yourself.
Lastly, I have a feeling it's more of the manga getting animated judging from the pictures on the back covers of the last 5 volumes. I only got the last 8 of 18 of the manga yesterday and haven't had the time to look into it. I don't want to be spoiled by jumping ahead and I don't expect to start on it 'til I've re-read a big chunk of SM that I seem to have forgotten what happened in, so don't expect an answer anytime soon on this.

Okay....first, a run-down of what we have so far. The Fushigi Yuugi TV series is 52 episodes long. The first OVA is three episodes long, and was packaged as the first three episodes of "the" OVA by Pioneer. The second OVA is six episodes long, and was packaged as episodes 4-9 of "the OVA." The third OVA has yet to come out in America (not even sure if it's out in Japan yet) and covers stuff from the novels. I don't know how long it will be.
Now that we have that down, I'll show it again in relation to the manga.
Fushigi Yuugi TV series (52 episodes) - first "half" of the manga. Actually takes up more than half, but it's the first story arc of the manga.
OVA 1 (3 episodes) - absolutely no manga basis, and really not needed for the plot.
OVA 2 (6 episodes) - second "half" of the manga, or the second story arc.
OVA 3 (in production) - some of the novels.
There you go.

Err... cloakactive posted a thread earlier that suggests the first ep of OVA3 is already out on DVD in Japan... :sweatdrop
And if you consider there to be 2 story arcs in the TV series, you'd consider the same for volumes 1-13 and call OVA2/vol 14-18 the 3rd story arc.

I suppose there are two story arcs in the TV series, but they are more entwined with each other than the TV series as a whole and the second OVA. At least, I think they are.
As for the third OVA, I really don't know what's going on with it. All I know is that Pioneer already has the rights to it, and it's based on the novels. It may very well be out in Japan already. I'd have to ask my sources, and I haven't done that yet.

According to what I heard, Pioneer "already" has the rights to it because they backed the production financially from the start.
FYI, Pioneer has the rights to all of FY anime. And as for the final product, R1DVD-wise, they botched parts of the video editting like a newbie fansubber. I hope the locals do better when it comes over or if Pioneer decides to do a zone-free like with Tenchi OVA (which I consider a good job).

Response from pioneer regarding FY OVA 3
Pioneer has no exact date set for the new FY OVA, but you can probably expect it
out this summer or fall.
