What was the purpose of the chief giving Naota his eyebrows? Where they a symbol of adulthood? I've noticed that Naota looses them once Haruko comes back.
I remember the chief mentioning that he had once been Haruko's target and gained his thick eyebrows afterwards. The eyebrows probably represent doubt or suspicion. On the last episode, the chief knows what Haruko is after and tries to convince Naota not to help her. He no longer has the thick eyebrows and chooses Haruko over him and helps her with her plan.
Perhaps those eyebrows express an exaggeration of the Chief's doubt/anger at Haruko and developed those bushy eyebrows, thus, passed them along to Naota. Your eyebrows assist your eyes to convey a strong emotion such as anger, happiness or jealousy. The chief was probably designed or gained those bushy eyebrows to ‘underline’ his distrust of Haruko.
