Ok, Madison said that whenever Sakura brought out her wand, she would have magical powers! well she doesn't
when she brings out her wand it only gives her the POWER to summon a card and use it's skill or to turn a monster into a card....

Probably just a poor translation that was used for the dub or made to sound more familiar. Of course it could be a reference to the magical power that she gets from the cards but that could just be a stretch.

The dub sort of glossed over certain details, and it shows from time to time. This is one of those times. You see, as Kero explains you need innate power just to open the seal on the book. A great deal of magical power. The same applies to the dreams Sakura has; they're a trait of powerful magicians. Also, once she became the Cardcaptor, the wand and the cards belong to her. Thus, they will work only for her. If Tomoyo (Madison in the dub) picked up the wand, she could not do anything with it. Think of the wand and the cards as a focus to utilize Sakura's innate power.

Minor difference between commanding magical powers and having innate powers (which she also has, otherwise she couldn't have openned the Book).
Sakura can still sense magic and is resistant to a lot of spells even without the wand. The wand is the focus of her incredible powers.

But the question is,is her wand just a channel to her power or is it necessary?In other words if someone took her wand away would she still be able to use the cards?

At the start of the series? Unlikely. She gains experience with time, and by the end, when she's the most powerful mage on Earth (CLAMP has admitted that Sakura is the most powerful character out of any of their works) I'd say she could use the cards without the wand. I doubt she'd even need the cards at all, but they were meant to make the casting easier regardless of the user's magical strength. Even if you're a professional athlete, it's still easier to flip a light switch than crank a generator by hand.
Sakura can't release a card w/o her star staff...
