Also, why don't the cops ever show up? People just seem to be able to shoot in broad daylight and nothing happens. The lack of blood is also disturbing. What's with that?

The lack of blood is purposely done to symbolize the lost humanity of the assassins and to also remain true to the nature of film noir. It is meant to be disturbing. (Go to the "symbolism in lack of blood thread")

As for the police, I can think of two reasons why they are possibly never around:

1) Mireille and Kirika get out of the scene too quickly
2) the police are corrupt or scared of the darkness raging within their city. The assassins are two good for them and usuall left to higher government officials, like the FBI (even tho we don't see them either).

Censorship of cartoons in Japan now also prohibit excessive blood in anime. Noir may be a late night anime/satellite type anime, but they still can't show a lot of blood.

Even back in 98 when Cowboy Bebop aired, they were only allowed on satellite because of the "questionable content" because of recent school shootings, etc.

You forget that Soldats is an huge criminal organisation,it's a french mafia.Most likely the cops were bribed to look elsewhere.

And as Seventh Child pointed out,Kirika and Mireille are profesionnals,they know how to elude the police.

... that's what i was basically trying to say... and i think Soldats isn't just a french mafia... it's world wide.... plus they have no real ethnic orgin... because the area Soldats was founded was a borderline between France and Spain (i think)...." a land forgotten by time"..... they're just one huge worldwide organization....
