By mortal standards, Skuld is a technological genius. By divine standards, she's a young goddess who is late in developing her powers. By either standard, she needs to mature emotionally. However, in the short time she's been on Earth, Skuld has matured quite a bit (as has Urd and even Belldandy) so I think Kami-sama figured he could spare them for a bit longer, as an investment in their growth as goddesses.

As for when goddesses develop powers, Belldandy was working impressive magic at an apparent age of about 8, while Skuld (in the OAV and pre-Sentaro manga) still hasn't mastered even simple telekinesis.

On the other hand, given her status as system debugger and Urd's assistant system admin (later in the manga) she obviously has talents that are rare in Heaven. After all, when you think about it, the most important thing in Heaven, Yggdrasil, is being run by two goddesses second class, one who is a half demon lacking in self control and the other a bratty young girl who is way late in coming into her powers (at least by Belldandy's standards). Yet, when the chips are down Urd and Skuld get recalled to Heaven to fix things. The only explanation for this is that they're the best by a long shot at running Yggdrasil.

I still don't understand what Serive World Trainee means... She breakdowns after hearing her status is changed. I take it she's been demoted or something?

You have to remember Skuld's opinion of mortals and Earth in general. She thinks such things are beneath any goddess, which is a large part of her initial reaction to K1. Also, you have to take into account her deep-seated dependance on Belldandy, the only mother she has ever known. Urd and Belldandy remember Bell and Skuld's mother, but apparently Skuld doesn't, at least not well.

So, getting busted to Surface World Trainee is galling/frightening on many levels.

1. TRAINEE!? How could stupid mortals teach a goddess ANYTHING?

2. Skuld likes things to stay the same. Being sentenced to stay on Earth only emphasizes the fact that Kami-sama expects both Skuld and her relationships with her sisters to change. That's a very scary prospect for Skuld, even if she won't admit it.

"Surface World Trainee" isn't a standard punishment. Deities don' t usually stay here for any length of time, as Mara has pointed out many times.

Gunblade.... WtC gave 2 excellent explanation that I couldn't have said better myself. But just in case you still don't understand.

Yes, shes been demoted. Think of it like this. You go from working in an environment where you have every technological advantage possible, to working in an evnironment with a single candle, a pencil, and a piece of scratch paper.
