Actually, I wouldn't really call the special an episode of Noir. It doesn't affect the series whatsoever, it's just an interview with the two main seiyuu and director Kouichi Mashita.

However, there are strong (almost confirmed!) rumors of a Noir sequel! :)

About the special, watch it if you have it, nothing major if you miss it. No new footage, unless you count RL dudes.
