Was SEELE sending or controling the Angels???
because they sent Karou to Nerv knowing whole-heartedly that he was an Angel.

Probably not.

Members of the committee seemed a bit surprised to see the angels return. But once they were sure, they knew that their senario was more or less correct.

As for Karou, yes it does seem that Keel knew that he was an angel, and thus the rest of SEELE.

Of course now we must ask Was Gendo a member of SEELE?
or did the other members find out around the same time as Gendo?

IMO, I believe he was not a member of SEELE, but was affiliated with them. Seele enlisted the help of Gendou, because they believed they could use him to help make their plans come to fruition. On the other hand, Gendou let Seele enlist his help so he could take advantage of them, so he could bring his and Yuis' plan into fruition. In the end you don't know which of their plans succeeded or if both failed?, but they were using each other for their own means.
