Well, speaking seriously on Anime girls, the Burn UP W/X crew are near the bottom of my favorites list because they are just too damn skinny. Their still on the list, but come on, they'd make Mai Shiranui blush. They pretty much have NO hips whatsoever.
Still, my favorite would have to be:
Nanvel!
Yep, Nanvel just looks cute and 'hot' at the same time, plus she's crazy about tech and made an Eva 01 parody.
A close runner up would be Lilica. She may not have the gigantic you know what, but she does have quite the nice lower body:naughty:
Well Nanvel is definitely my favourite.
She's cute, intelligent, an engineer and she's super sexy.
I like cute and she's my idea of the perfect woman. (Minus the very large bust. I can definitely do without that. My ideal girl isn't one with humungous breasts)

Well not really, she used to love this guy. But he supposedly died and she goes to Hong Kong every year to pray and remember him. But he's not dead and he's in the VDS. Plus Ruby is into him and becomes hell jealous of Maki when he starts to remember.

Its due to a mistranslation from Japanese to English. There is no such thing as the letter 'L' in the Japanese alphabet, but the letter R over there is pronounced like 'L.'
So Rilica would be pronounced "lilica" and therefore "lilica" is the correct way to say it.
Similar things include how 'er' sounds like 'ah' in translation. In DBZ, one of the villains is properly named Freeza, but his name is written Freezer.
Other things? In vandread a lot of people make the mistake of calling the Vanguards Bangatas or something similar, but that is just how its written in Japan for Vanguard. Just like Vegeta is written Bejita.

After watching Burn Up Excess, I can say I actually like Lilica the best. Call me crazy, but there's something about chicks like Lilica and Meifa that stand out among all the overly endowed people.
Nanvel's a close second to me though.

It would have to be Rio. All of them are on an equal footing in terms of looks, but taking personalities into account:
Maki, as a senior officer, is too old
Lilica too young
Maya too trigger-happy
and Nanvel too much of technophile.
