Was there a prerequisit for those who were 'evolving?' if so, what were they? Let's list the known evolving kids and feel free to add on to the list! ^^

Nagi Kirima
Her father was Seiichi Kirima, who wrote a book on theories and ideas that revolve around alternate theories for existence and consciousness, and it seems he got Nagi involved with all of this. She was admitted into the Perfectual Hospital due to a advanced growth. She was later administered a drug by Kuroda that was meant to stop the evolution.

Suema
-She was originally introduced as Nagi's friend, who later on becomes Touka Miyashita's constant companion. The murders that happened 5 years ago happened to revolve around her. The killer was stopped before he got to her. She doesn't show to have any special powers (or abnormal behavior) like most of the evolving kids but since she was hunted by the 'serial killer.' (who happens to be snake eyes, a member of a secret organization....) that qualifies her as an evolving human.

Hisashi Jinouchi
A HHS student, we meet Hisashi after he gains the ability to see, remove, and eat "bugs" from people. Afflicted by a bone tumor as a kid, he had to go through years of therapy to regain his strength. While traveling to pick him up from the hospital, Hisashi's mom was killed by the Afternoon serial killer, who's dad never forgave himself for letting her go alone. Now with his ability to see "bugs" attached to people's hearts, thanks to the intervention of the light, he sees that they are the pain, sadness, and worry that come with grief, guilt, and loss. Since he has been robbed of the ability to become a sports star thanks to his bone tumor, he now is a "hero" in his own eyes to all the women he removes the bugs from, all while getting to first base with them at the same time. Removing the bug seems to be both good and bad for both him and the person. He was one of the first person taken by Boogiepop Phantom

Mrs. Kisaragi (pregnant lady.)
-she wasn't evolving but rather, she was given a drug and forced to evolve. She's the mother of Manaka, also known as 'butterfly girl.' Butterfly girl was the result of the evolution.

Rei Sato (Panuru 1- murdered at the park 5 years ago.)
-Panuru was friend of Misuzu, and talked to her about the "words of Panuru", how no matter what happens in this world it is still your world (I'm still a little sketchy). She was killed in Kitiguchi park while waiting to meet Misuzu. she knoew another person named panuru, which we might see in the series still,. Misuzu started calling Rie that, an later took it as her name

Sayoko Okaiwa
The loving sister of Mamoru, she is by his side always, even when he is abusive. In her eyes her brother is her hero after leading people to her when they got lost, she wants to be her brothers power, and is given that ability by the light explosion. After she is affected by the light explosion, she grants his wishes subconsiously, and later saves him when he is attacked by Snake Eye.

shizua wakasa
A SA student who was killed by the serial killer 5 years ago, we meet her in flshbacks while her mom read her exchange dairies. Shizue was being treated by Dr Kisuki for her nervous disorder brought upon by her dad dying and her mom dating again, and interacted with Mayumi while she was pregnant with the Butterfly Girl.

I can't seem to draw a line on what these kids have in common but either they all had some sort of problem that forced them to 'develop' some sort of 'power' in order to protect themselves. The light incident furthered those powers and helped some kids realize it.

-You had to be on some sort of stress.
-You realized your strength.
-you develop powers (meaning you're evolving.)
-In Sayoko's case, her 'wishes' were her powers. She wished for her brother's wishes to come true. It doesn't have to be some sort of power though, it also has something to do with strength of character similar to that of Shizue. She was disguested with her mother and pretended to be 'strong.' (mother's day episode.)
