It's a joke on the scene near the end where Asuka and Rei just stand in the elevator for like 30 seconds without moving... because the budget is low they can't afford frames, ya know?

Yeah, they ran out of money and had to cut back on animation. I like the Tamagotchi Rei, that could be a big seller! That and the macarena and the suicide angel.
