Noir newbie question

I watched yesterday the first ep. of Noir. And I got to say that, even though I've only seen one chapter it became one of my favorites now.
Now, the question is the following. I noted some resemblance in Noir's characters with BGC (the eyes mostly, that blonde girl, she has Sylia's eyes), so did the people of BGC 2040 had anything to do with Noir?

I couldn't tell you if the production companies are the same, because I don't know and I'm too lazy to look it up. However, with the rise of digital animation methods, a lot of recent anime looks very similar. Not that a lot of it didn't look the same in the old days, too. Ever compare character designs for El Hazard and BGC 2040? What's Ifurita doing in the Knight Sabers? Those two were animated by the same people, however. I don't know about Noir, but my gut instinct says chalk it up to unoriginal character designs.

I'm guessing Ryoei liked El-Hazard's character design but couldn't get the same character designer for Noir.

Dryden is WRONG about the reason why Sylia Stingray 2040 and Ifurita look like twins. It wasn't the same character designer nor the same animation group.

On another note, Mireille is much, much, much better than Sylia or Ifurita. I kinda like Rune Venus though.

You people are just aching to nitpick about every goddamn thing in NOIR. So what's next, the character's eyes are too big?

excuse me mister, but I only saw 1 ep of noir but caught my attention that the style used in their characters reminded me a lot about BGC. Nothing more. No ripoff war this time.
