Hey everyone,
I was introduced to NGE about a week ago and haven't stopped watching it since. I *think* I *basically* understand most of issues presented, but I'm still a little confused about a couple of things:
a) I pretty sure I know how SEELE and NERV and Gehirn and all that fit in together, but who are all those guys with Gendo Ikari and Keel Lorenz sitting around the table with the glowing chairs?
b) Also, what's going on at the very end of episode 26. I figure Shinji is participating in HIP, but I don't know what is meant by the line,
"Thank-you to my father, good-bye to my mother, and to all the children, congratulations!"

If I am correct the people you see at that table are supposed to be the members of the Marduke Institute.
He thanks his father for the work he done with the Instrumentality Project which helped Shinji realise his self worth, he said goodbye to his mother because he know accepts she is gone and the last part your guess would be as good as mine. All of what I said is just my opinion.

It gets confusing because with the Marduke it is a front for both NERV and SEELE (IMO). The two key players for the Marduke Institute are Gendo Ikari and Lorenz Keel. Gendo runs NERV while Lorenz runs Seele
ahhhhh.
so what exactly is the reason for the Marduke Institute's existence? IMO, NERV selecting the pilots straight out without relying on a fake organisation would be something people would accept.

It is a public relations stunt. They are fooling the public into believing that they are working hard to find Eva pilots by using the Marduke Institute thus justifying large budgetary expenses. The money that goes to the Marduke Institute actually gets funnelled of to fund the Eva series and Instrumentality Project.
Well the MArduk institute actually doesnt exist... use are all right just it seemed as though saying the people at the virtual meeting is actually the MArduk. Well no Marduk is yes just something to be funded extra by the government. And to ease the minds of people in power. The government sent in Kaji to find the Truth, which he did, "Nerv is pulling the string all on his own" SO Kaji pretended to work for NERV, also secretly worked for SEEL. All he wanted was the truth.... as someone I know said "He worked for everyone, but also for no one".
OK...Marduke Institute does not exist...it is controlled by either Gendou or Keel but i reckon it is more on Keel because in the kaoru episode Fuyutsuki says: My god, SEELE has unleashed an Angel on us; implying that SEELE/Keel is controlling the fake Marduke.
The glowing chairs council is SEELE, they are the leaders or representatives of the 5(i think) economic superpowers

No I see no reason to believe that, the Marduk was ran by Gendou and Keel.... Gendou said that the Marduk supply of pilots may be polluted or something like that, and that they must search for children else where.... so Keel made use of this time and sent in Tabris to complete their scenario.

Marduk's "supply" of children were all pooled into Shinji's class. You may remember how Misato told Shinji that in Episode ??. They were all level 4 candidates. But anyways..back to the topic subject...Keele is really the head of everything...he was the one who started everything. However, he made a mistake and NERV was placed into Gendo's hands...later he comments on how powerful GEndo has become. So, even though keele was the really the head of the entire HCP and eva stuff...Gendo aspired to outdo him (steal lilith, adam and place the lance out of reach). he's one of those keeners... ;)
