what's wrong with kensuke?

why doesn't any of the fanfics have kensuke as a pilot? he's the ONLY level 4 candidate that actually wants to pilot, but does he ever get the chance? NO!
does NERV want their pilots to go through some sort of traumatic hell or something?

That is something that no-one ever talks about, it would have been interesting if someone that actually wanted to pilot eva got to!

That's the idea, each person selected as a pilot has something to overcome, some sort of hidden torment that nags at their soul needing to be resloved.
