Uh, yeah on the SPOILERS and stuff...

It's never stated. Most people assume he said "I love you", which doesn't seem too off to me. After all, would that be something Subaru expected to hear?

Even though I've long since outgrown my SxS phase, I still love that scene. Definitely one of the best in X.
