State Senator Haints's objectives

O.K, we all know that State Senator Haints was pulling all of the strings in the whole OVA, but what was his reasoning behind it. His whole policy was to clean up Chicago of Gun Control. If you look at the 2nd shot in the first episode you see an election poster of Edward Haints with some kids and the words "I AM AN AMERICAN". Now this would suggest that he would want Chicago to be just American. And just after he gets busted he says

"I was so close. I could have cleaned out all of the Gangs and Immigrants"

Now fair enough, Gun Control could have stopped that Gangs from causing as much trouble as they might be, but why Immigrants? You see I think his main objective behind it all was to get all of the Non-American out of Chicago. And Gun Control was only a cover to hide his racial objectives. Now I could be wrong about this, but I don't think I am.

Just a few more things
If Edward Haints is a State Senator, then why would he be running for mayor? Isn't Senator higher up than a mayor?
Why would Rally agree to go to his Election/Award thingy when her entire campain is based around guns, something that he is campaigning against.

Haints wanted complete control over the gun racket in Chicago. He would have supplied the guns to people who could do his dirty work of cleaning out the gangs and immigrants. Since he would have had complete control of the gun racket, the gangs he wanted to get rid of could not any guns.

Perhaps he, as a mayor, wanted to apply an even more ultra right handed version of Giuliani's 'tolerance zero'.
