Captain Yushiro Gowa

How did Yushiro become Captain if he's just a civilian???
I know his brothers had something to do with it, but is there some rule that you can't be part of the Japanese Special Self Defense Force (J.S.S.D.F) unless your rank is captain or higher???

I wouldn't think you can be in the Defence force unless you are in the military, and Yushiro is clearly a civilian. You're right though it is Gowa that put Yushiro as a Captain in the team. Since they financed and basically control the whole TA project, not to mention their extreme influence over much of Japan, they would have no problem placing one of their own anywhere they wish. There are Gowas everywhere actually. Particularly in the military.
