I'll try to make this as easy as possible for you fans, since I have never seen the series, and I don't know the names of the characters.
The picture I'm looking for was featured on the front cover of a Manga Video Insert with the US release of Evangelion: Death and Rebirth. It was just one one small pic among 7 others from different series, including Macross Plus, Street Fighter, Ghost in the Shell, Ninja Scroll, and X.
As for the picture itself, its an anime MKR pic. The woman in the pic has long, DARK blue hair. Once again I state that the hair was very dark and she has some sort of white cloth in her hair. She has a blue gem in the back of her hand.
The pic in question has her standing, her head turned slightly to look straight at the viewer, she has her right hand at about chest level next to her left arm. The left hand is about face level, her fingers widened out, the gem plainly visible with a bright gleam. The background behind her is a night sky, and looming up above her is a large dark dragon, its face sideways, and there appears to be a bright jewel in the middle of its forehead. The woman also appears to have fairly long fingernails.
