well i havent seen much of the series ( only 1st 2 episodes) and the second episode is kind distrubting.......kinda.....yea , right..........
i also noticed this weird lighting effect around the edge of the eps i got and its kinda like a blur in a circle its...more weridness.......odd.....

Yes. Boogiepop Phantom has a couple of disturbing episodes, they're not there to be disturbing though; hopefully you'll see the grand picture as you've seen all. As for the blurred effect, it's all intentional, just as the low colour palette. I'm not sure why though, all I know is that most weirdness in the series is entierly intentional.

ok i just saw episode 3 and dear lord what the hell is going on?!?!?! i never trusted cops, not one of em, just confims my fears, o man not many things have completely FREAKED me out like this o man o man that some crazyyyyyy ---- and i LOVE IT

The blurry edges is because of the electromagnetic field thing around the city i believe... Everythings a bit surreal because of it, like your looking through a cameras lense. It will make more sense in the last episode probably.

The coolest thing about Boogiepop is this though: You have to have prior knowledge of theramins to understand one part at the end hah
