First off I'm pretty sure this isn't RahXephon Memories OVA which wasn't really an OVA in the first place since it aired on tv after episode 9.
Anyway this AnimeOnDvd thread will get you the details but for the people who can't be stuffed.

My guess is a standalone episode like with Argentosoma, be interesting to see who brings this to America, Bandai or ADV.
