Yes, Megumi Hayashibara does sing the opening, "Successful Mission." I'm assuming as well that she sings the ending song and the second opening. She also does the VA for Lime if you did not know already ;)

Megumi has a good share of the vocals in the songs of the Saber Marionette series, but it's not nearly the amount she has on other series like Slayers. Akiko Hiramatsu, another famous voice actor (moreso today), also sung several vocals. She was the voice of Bloodberry.
