Well it would depend on which series we are talking about, in the Anime, chocolate would win because Tira only had a whip, but in the Manga, Tira has both a whip and the spindel that Chocolate uses. Greater array of weapons.

Although you have to take into account that Tira is Defensive minded whie Chocolate is Offensive minded. (Attacking, not perversion)
