Akira's leftovers were placed in the New Olympic Stadium, right. Well why? Shouldn't they have put them somewhere where they were out or reach like 100km under the earth in the Japanese Countryside somewhere? Why at the New Olympic Stadium. What? Did they think that his bits would make the athletes run faster???

Umm..., because if some other superpower wanted to steal Akira, trying to dig up the Olympic stadium is far more hassle than digging up the countryside maybe...? Also.., the Olympic Stadium is a facility that can be used as a smoke screen.., no one is gonna say anything if the planning permission for the Olympic Stadium has been given..., how do you explain building a high tech storage facility in the middle of nowhere in the countryside...? Someone's gonna get curious sooner or later...,

Yeah, the idea was to "hide in plain site". They could build on the site without arousing any suspicion, and it would be hard to dig up. Also, it was a good ways underground; it wasn't just sitting in the basement.
