i'm interested in this series as it's by the same fellows who did Lain... but i'm wondering... is it better or the same or even worse than Lain?
anyone know?

As you say, they share a lot of the same creative team, so there are similarities - most notably their character designs and the fact that they don't signpost where they're going next. I'd rate the animation quality of Niea_7 to be just as good as SE Lain, and the music fits the mood of the series well.
Where I feel Niea_7 really differs is that it chooses to focus on character development rather than having SE Lain's narrative based approach. You do get to identify with the characters more closely, although the ending has been a point of contention as it feels like a bit of a letdown - especially compared to SE Lain's, which gave me enough answers to my questions as well as being quite emotionally demanding.
Overall this is a fine series which seems to have been overlooked by a lot of anime fans. As it's only 13eps you have no reason not to go out and buy it now (alongside Haibane Renmei, of course).

you know, i'm going to go for it, as Lain is one of my all-time favorites -- simply because it makes no sense (sometimes)
and the different narrative approach sounds interesting. quite worthwhile...

I didn't realize that NieA Under 7 is from the same folks who gave us Lain. Lain is one of my favorite animes. It has a good story. But from watching NieA, I would have figured the producers and writers had no idea on how to tell a story!
