Question about ending

Why was integra locked up in the cell at the end? Was it because of what happened at the tower or for something else?

The British army believed the Hellsing orginisation was attacking the queen whilst Integras corination with the queen in the tower was going on; the Hellsing organisation appeared to be terrorists as they were firing as 'her majisties flag was raised' and so the undead acted as the bait to set of the clever trap which was around the tower where the flag was raised. Oh and devour the Hellsing members :mad: .... :rolleyes:

And as Integra is the leader of the orginization she is the one held most responsible... even if it was a set up by one of the knights. (Although that knight was punished as it later says after the last scene)

Reading the Manga may explain more ..but Ive only read volume 2 to 3 and its quite diferent so the answers you may find about that event may not be clear..or even there as there is no sign of Incognito.. I think he was created for the purpose of closing off the anime.
