Simple question, why were the experiments made? Were they created as a clone of Akira but failed? Were they made to combat Akira? Were they made to help out the government in future experiments? Also what powers did they have? I know that they had the ability to make people feel like that they just smoked a massive bag of pot, but what else?
Man sees something powerful. Man wants to control it.
It's going back a while since I last saw Akira, but if I recall there was one scene which showed all the kids, including Akira, that had been experimented on at some research facility together, so one would surmise that they were just other test subjects.
As for why the experiments were performed, I don't think the movie ever explained that. Maybe it was an Instrumentality thing in that it was supposed to bring about another stage in human evolution. That's about the only thing I can think of at this time.

Or seeing as the military seemed to have a big hand in it, it could be possible that they were looking into new weapons research or special unit for top missions etc etc, just a thought.
