Are you watching the subtitled version or the dubbed version? They might have changed the names for the latter since I don't recognise the name Ali. Do you mean the dark skinned guy with big X scar across his face? They call him Scar in the original version. They explain his powers later in the series. I won't spoil it but his powers are a form of alchemy but he just uses it to destroy things.

The big guy is the Strong Arm Alchemist: Alex Louis Armstrong. Aside from being an alchemist, his family have a special technique where they punch bricks and rocks to turn them into lightning bolt type attacks.

After the fact, I will second that notion. The anime does not make it clear at all how the hell Armstrong utilizes alchemy. You just have to guess from what you see.... (exception being when Armstrong and Mustang do a joint attack in a later episode).

If you pay close attention to the series you can deduce it. Armstrong has those spiked knuckle dusters on his fists. Presumably a transmutation circle is engraved onto them so he can just use his special attack at any time. It's much like how Mustang produces fireballs using his gloves.
