I'm under the impression that the anime has "stalled" because they are waiting for the manga to continue. However, I seem to recall hearing about something that explains how Kakashi gets his Sharingan. Is this something that's still manga only? Is there an English translation?

Difference between manga and anime was becoming too small. So they give us about 30 eps of filler anime this way manga can advance. After filler, anime will resume with Kakashi gaiden. This is the arc you are referring to. Though you can already guess how Kakashi got his sharingan. He was Anbu.
