The short answer is, whoever the author needs to be the strongest.

The longer answer is that it depends on what state they are in and when in the plot you are talking about. Naruto with his demon fox chakra is very powerful, but when Orochimaru put that second seal on him he couldn't even use his own chakra normally. Sasuke gets a lot stronger when he is able to access the cursed powers properly. Sakura is picking up insane strength due to her training with Tsunade so in raw strength terms she's a strong contender. All things considered though, Kakashi is currently much stronger than the others in general terms having so much more experience and training.

Hinata's team? Hard to say, Hinata is quite strong now due to her "ultimate defense" technique. Shino's bug manipulation makes him very dangerous though - especially since he can send in his chakra eating bugs. Kiba is dangerous from a raw attack power point of view. He doesn't have enough subtlety to his techniques IMO though. I'd pick Hinata.

Ino's team? Ino's main skill isn't that useful in a life or death fight. She can't possess an opponent and hurt them without hurting herself. In theory she could force someone to jump off a cliff or something like that then jump out before they hit the ground but that's about it. Also, Sakura has proven that her technique can be resisted. Choji is in a similar boat to Kiba - he has lots of power but not much else. With his clan food pills though he can be extremely strong though. Shikamaru would be my pick. He is a genius and he can do quite a bit with his shadow techniques.
