When Misato sees Shinji's ID card, Misato gives him a "top secret" folder about Nerv
He reads it until he see Eva Unit-01.
Then he looks in the folder to see if he can find anything about the Evangelion
Ritsuko then says "You won't find anything like that in there"

So if the Evangelion is not in a Nerv folder, What would be in the Nerv Folder???

That's not a folder, it's a book.

Think of it as the sort of PC, feel-good stuff that a company would give out to it's newest, low-level employees.

Example: Shinji quotes from the book, "...the admirable job of defending humanity..." or something like that.
