Yeah, that's what OAV stands for. I prefer OAV instead of OVA, but I'm sure each version of the acronym has it supporters.

I think OVA is more often used by the West whilst OAV is used by the Japanese .., or the other way around either way they both mean the same thing.

Because some anime companies use the term OAV and some use OVA. That's probably why it's an issue in the first place, just by the fact that those different terms are used coincidingly.

No. It's "Original Animated Video" or "Original Video Animation." "Original Aired Version" would make no sense, because OAVs/OVAs are produced directly to video, not aired on TV like a television series.
