When Sakura captures all the Clow Cards, she gets a special pack of Sakura Cards from Eriol I think. Why? Why does she need to capture more cards?

No, she doesn't get any new cards, she just transforms the cards she already has into Sakura cards, she can't use them otherwise with her new staff. Eriol's role in this is forcing her to use the cards so she has to transform them.
