Vague Details...Looking for an Anime Title

I was hoping that someone could identify this anime for me. It's a movie, not a series. I know the details are quite vague, but it was a long time ago. This has been haunting me for a while now.

- It starts off showing a hooded character standing on a hill overlooking a city.
- A small green (?) man comes up and shows him two odd toys.
- The secondary protagonist was small and furry. I remember she had a long tail, kind of like a poodle - hairless, except for the end, which has a ball of fur.
- I can remember seeing the furry hopping around in a sort of oasis scene.
- At the end, the two main characters are chased around this block castle by a mechanical Tyrannosaurus Rex, which is on wheels.

That's it. That's all I can remember. I will forever be grateful if you could identify this for me! Thanks.

I haven't seen it, so it's just a guess. I was a lil bored and did a few searches for it using what you remembered, and this was the result. Unless your memory is extremely hazy, it's probably not it... cuz...

The start doesn't seem to be overlooking a city.
Instead of "poodle-like", it's a cat.
There's mention of robots in many reviews, but never a T-Rex.
...
You didn't mention some things that would've seemingly been more memorable...

Uhh, haha.

Now that I really think about it, as I slowly wake up, this is probably the furthest thing to what you're looking for. But, seeing as how I (needlessly) did all this research and typing, wth, this post stays.

Yeah, pretty sure that's not it, but thank you very much for giving the effort! Very kind of you. I know it's odd the things that I can remember. I can't even remember the main protagonist. That's just wierd. Thanks for giving it a shot. Anyone else have a guess?

Yea, 1993 wasn't that long ago, it was just 12 years ago.

Anyhow, as we are speaking, or typing, I have a list of most of the anime made in 1993. I have another question, did you see it in original JApanese or dubbed in some language? If it was dubbed, then it won't be that hard to identify since back then, not a whole lot was being dubbed (in the US at least)

Just because he saw it in '93 doesn't mean it was made in '93. If he saw it outside Japan, it probably had already been around several years.

Well, my hope was to minimize the results. It'll be easier to find now knowing that it's dubbed and made on or before 93. A lot better than searching through piles and piles of titles that were dubbed from 1999-onward (which is a lot more than what was dubbed during the 80's)

do your own research.

goto http://www.animenewsnetwork.com to search through anime titles.

they pretty much have everthing listed that was ever produced by Japanese Anime industry then some.

most of the listed anime has poster pictures, which will help you confirm the show.

if not, they list the title in Japanese, which you can use to search Japanese search engines, to get even more information.
